Sometimes there are evil citizens in Club Penguin. Who want to ruin the fun of other Penguins. One of these Villains, is Herbert P. Bear Esquire. Herbert arrived on the Island about the same time Club Penguin was beginning to launch. The PSA secretly watched over Herbert, and foil any secret plans he has. But recently Herbert, has been too loud and messing with the Island. The PSA tried to keep Herbert away from public attention, but things got out of hand. Herbert had been secretly plotting against the PSA. He had made a Popcorn Time Bomb. With this machine, he destroyed the PSA HQ, and locked the Agents inside. But luckily, another group of secret agents, known as the Elite Penguin Force, saved the agents from getting popped with the HQ. Now with the PSA destroyed, the EPF protects the island away from Herbert. In this time of need, EPF Agents have to keep their identity a secret. In order to not allow Herbert to make a capture.
